A study has found that the Pentagon's research infrastructure is deteriorating due to backlogged security clearances, limited funds, and a slow hiring process. This has resulted in outdated labs that pose safety risks. A Pentagon review is asking Congress to allocate $5B over 5 years to rebuild the labs.
